AGREEMENT
between the Government of the Russian Federation and the Government of the Bolivarian Republic of Venezuela on waiver of visa requirements for mutual visits of nationals of the two countries

(Caracas, 26 November 2008 y.)

The Government of the Russian Federation and the Government of the Bolivarian Republic of Venezuela (hereinafter referred to as "The Parties"),

Recognizing the fact that two countries have close ties of friendship;
Desiring to mutually strengthen the bonds of friendship and co-operation between the two countries;
Have agreed as follows:

Article 1

Nationals of the State of either Party, holders of valid national regular passports (excluding diplomatic and service passports), shall be exempt from visa requirements to enter (leave, transit or stay in) the territory of the State of the other Party for a period not exceeding 90 days per period of 6 months, starting the first date of entry.

Article 2

Nationals of the State of either Party benefited by this Agreement shall comply with the laws and regulations in force on the territory of the State of the other Party during their stay.

Article 3

Nationals of the State of either Party mentioned in this Agreement may enter and leave the territory of the State of the other Party at border-crossing points open to international passenger traffic.

Article 4

Nationals of the State of either Party upon arrival on the territory of the State of the other Party shall not carry out any remunerated activity or any employment.

Nationals of the State of either Party who are going to stay on the territory of the State of the other Party for a period exceeding 90 days per period of 6 months, must obtain an appropriate visa at a diplomatic mission or consular post of the State of the other Party if they intend to carry out any remunerated activity or any employment.

Article 5

One of the Parties shall reserve the right to deny entry to nationals of the State of the other Party whom it may consider undesirable or to shorten the period of stay of such nationals or demand of them to immediately leave its territory.

Article 6

The Parties shall exchange, through diplomatic channels, specimens of their valid passports not later than 30 days after the date this Agreement comes into force as well as shall convey to each other information in case of introduction of new passports.

Article 7

Nationals of the State of either Party whose passports were damaged, lost or stolen while on the territory of the State of the other Party shall immediately notify the diplomatic mission or the consular post of the State of their nationality, as well as the competent authorities of the receiving State.

The diplomatic mission or the consular post of each Party shall issue to their nationals a new passport or temporary identification document, granting the right to return to the State of their nationality. In such cases, nationals of the States of the Parties shall leave the territory of the receiving State without obtaining visas.

Article 8

Nationals of the State of either Party who are unable to exit from the territory of the State of the other Party within the period specified in Article 1 of this Agreement due to force majeure, which can be proved or confirmed by documents, shall request an extension of a stay permit from the competent authorities for a period necessary to exit from its territory in compliance with the legislation of the receiving State.

Article 9

For reasons of security, public order or public health, either Party may suspend the application of this Agreement in whole or in part.

The Party that makes a decision to take such measures or cancel them shall immediately notify the other Party about it through diplomatic channels.

Article 10

The termination or suspension of the application of this Agreement shall not affect the rights and obligations of the nationals of the States of the Parties that have arisen prior to the termination or suspension of the application of this Agreement.

Article 11

Any disagreements or disputes concerning the interpretation or application of this Agreement shall be solved in a friendly manner per consultations and negotiations between the Parties through diplomatic channels.

Article 12

This Agreement may be modified or amended by mutual consent of the Parties. Such modifications or amendments shall enter into force as mentioned in Article 13 of this Agreement.

Article 13

This Agreement shall enter into force 30 days after the receipt through diplomatic channels of the last written notification in which the Parties inform each other that the national legal requirements for the entry into force of this Agreement have been met. This Agreement shall remain in force until one of the Parties notifies the other in writing through diplomatic channels of its intention to terminate it.

In such a case, this Agreement shall be terminated 60 days after the date the other Party has received such a notification.

Done at Caracas on "26" November 2008, in two original copies, each in the Russian, Spanish and English languages, all of them being equally authentic. In case of any divergence of interpretations the English version shall be used.
